Recruiting Legions in Rome
Before the Marian reforms, I could recruit Republican Legions (or whatever the first type is called) in Rome only. After I triggered the Marian reforms in Tarentum (spelling?), I was able to recruit Republican legions in only one place - Tarentum.
I can't recruit any non-auxilia legions in Rome for some reason now. I can only recruit them in Tarentum. Nearly all my units have to come out of a single city now.
Rome has a population of 33000, with the highest level of barracks and palace. Is there something that I'm missing?
If this was explained somewhere or the answer is really obvious, I'm sorry for asking.

Republican legions start to go out of style following the Reforms. What settlements do you own?
Also, after the Reforms, Rome begins to only recruit Praetorian Legions.

I have all the cities south of, and including, Mediolanium and all of Sicily minus one city on the southwest coast.
Basically I can't recruit any heavy legionary infantry anywhere besides Tarentum.

Can you still recruit stuff like Hastati and Triarii?
