No, this is just menu you use if you want to 'drop-in' on some random guys single player campaign and control the opposing army/navy.
the 'battle list' tab at the top is where you would create a custom battle online.

Online custom battles are probably just under the "Battle List" tab - the Host and Join buttons are probably visible after you switch tabs.

Oh yeah of course, it would be absolutely obnoxious if you couldn't. I'd hazard a guess that when the pre-battle screen pops up during the campaign, there will be a little tick-box that says "Drop-In Opponent" so you can pick on a battle-by-battle basis. Originally Posted by EmperorBatman999
