I've discovered that once a city falls to an invasion, it seems to be taken off of the priority list. So it might be a good idea, if you're up to your nose of fighting off endless invasions, to let the target fall. Preferably to one of those tiny remnant invasion armies that keep coming at you. "Invasion successful", then you're free to retake your city and make peace with one or more evil neighbors, as it befits your grand strategy. Even if you're not interested in peace, at least usually most invading armies will turn and go home. The next invasion will not be to that city, and probably it will be against some other faction.
