Although I defended Empire more than most when it was released Napoleon seems not to be much more than a glorified expansion being passed off as a full sequel, which is disheartening as a consumer - so I would always recommend people to go for the cheapest option first and invest more money later if they like the game. I have never heard of anybody who after playing a more expensive version of any game say afterwards that it was worth the money. All imperial edition seems to have are a few re-skinned units as a gimmick, not worth the £10 for people who have the choice.
EDIT - Oh and it has a nice box, though as the game won't need a disk to play, or even have a box from steam for that matter, this is another gimmick. The cheapest price on play seems the only reasonable price, £30 or £40 is too much for an expansion pack.
