Is the tax level suppose to revert to very high when no governor is present?
I have most of my generals baby sitting towns, if they leave a revolt follows all because of the stupid tax level, why has this been implemented?

It's because you choose that the AI will manage your cities. Just change this when you start a campaign by checking control all settlements.
In the existing campaigns you have, the option "growth build policy" is your best way to keep the population happy without the general. Doesn't work everywhere though...
