whenever i try to change the file

C:\Program Files (x86)\SEGA\Medieval II Total War\mods\Third_Age\data\world\maps\campaign\imperial_campaign

in order to change the king's purse of some factions, it says that access is denied. How can i change this?

This is due to the protection that Windows has set upon the files and folders in that directory. Go to the C:\Program Files (x86)\ folder and right-click on SEGA. Go to security and click EDIT. After this find user ([your username]) and check the topmost checkbox on the left side. This will normally give you full acces. After that simply press OK twice and you get full access to all files.
