Editing diplomacy and settlements

What files do I need to edit so I can change the buildings that a settlement starts off with? And how can I change the diplomatic standings of countires towards each other? e.g. Russia being Hostile towards Ottoman Empire.
And what tool will I need to use to edit these files?

To change buildings go in startpos [...]CAMPAIGN_MODEL/WORLD/REGION_MANAGER/REGION_ARRAY/REGION(your region)/REGION_SLOT_MANAGER/REGION_SLOT_ARRAY/. There you can see the building slots. In REGION_SLOT/BUILDING_MANAGER/BUILDING change the type in 2nd line. In patch.pack/db/building_levels you can find all the building names.
