While playing as Mordor I got a mission to blockade some port and couldn't help but notice that there are no naval buildings in the building browser. Am i missing something?

While we're at it, does anyone know how a Rhun ship got to the Argonath? (Near... Tirith Anduin, I think. ) I've been trying to send ships up the river passed Osgiliath, and it doesn't work. (Lore-wise, I think there's a waterfall up ahead, anyway...)
@ Tommy, Orc generals can hire boats (stand close to the water, then you'll see the recruitment button appear).. Mordor itself indeed doesn't have naval buildings.
@ Eldarion, There can't get any boats there (probably because it's a river in strat map, correct me if I'm wrong), tho generals can hire boats - so sometimes it happens that ships appear there bought by the AI.
Yes, I do that. I hire ships as Isengard higher in the Anduin, so that I can have swift transport if required.

@Maverock, it technically would be possible to get to the elves by boat IF the intersection between e and w osgiliath was not a river. The other part is ocean though.
Also, about Rhun having ships there are 3 possibilites 1) You might have mistaken it for Harad 2) Rhun has a city with a harbor near the coast; but the most likely one would be 3) they have a general who hired a few ships.
Besides using mercenary ships you also have the possibility to blockade ports with your army from the landside to get the reward.
I'm under the impression that Isengard also doesn't have the option to build ports, much less ships. But then again, it seems like the only evil faction that can build navies is the Haradrim and their Corsairs of Umbar.

All orcs factions don't have the ability to build ports.
The only boats the orcs technically had in lore were rafts ( when they stormed osgiliath ) These pieces of trash would not survive in open sea. They also hired corsairs. ( too bad you cannot do that in TATW )
You can hit mercenary ships as Orc factions.
Pffft, council missions are fantastic. How else can you get 4 fountain guard units in a single turn? I tell you, if you have a faction with an elite unit that only arrives every 25 turns or so, and you get the "We'll give you the best units available" reward, it's more than worth it.

I'm not saying the rewards are bad, they just don't make much sense in the context of Middle Earth. For one what the hell is this "council"? Theb if you're playing elves you get missions to get trade agreements with Isengard or establish diplomatic relations with whichever evil faction. You get the same crap from merchant guilds. The blockade port missions are also useless for most factions.
And the best units reward is really lame with Gondor if you get tons of Fountain Guards in the first 30 turns. Normally factions don't have their best units recruitable from the beginning but Gondor is an exception and suddenly you're swimming in FG's who aren't really supposed to exist in more than a handful relatively speaking. It's basically a lore argument but many are bothered by having so many FGs dumped on them. And since their upkeep kills your economy you have to disband most of them anyway.
I agree, those should be removed for evil factions, especially when playing War of the Ring and more specifically using a "Good vs. Evil" submod.
More so, they simply shouldn't just give you the same mission over and over again. I literally got "Send a Diplomat to Isengard" three times in a row, playing Gondor.
You can recruit FGs at Minas Tirith from the get go, so if you get them via missions its a nice bonus. Just keep them in MT and who knows they might be usefull in late campaign or when a invasion is called on MT. As for the missions, still the majority of them are usefull enough.
