TATW Merchants?

I have recently noticed that I cannot build merchants anywhere and yet have an abundance of rich gold and silver deposits.

Does anyone know if they appear later in the game? I have a pretty advanced market.

Longer answer:

The team decided against the adding of merchants for those don`t fit into tolkiens world. While there were merchants in middle earth the game coulnd`t depict them properly. For example Gondor could sent an merchant trading with slaves into mordors land.. That`s stupid.

Besides; Merchants never added much to the game. You would build one, sent him to some ressource down into timbuktu and forget about him.
