I don't know if this is deliberate, but it's awfully weird. I've noticed that every time (as Mordor) I besiege a Gondor settlement, the settlement suddely becomes a full stack. I can besiege a city with say, a single general and two units but once I end my turn it suddenly becomes an uberstack. This has happened to me three times so far and doesn't make much sense.

A. You have fallen victim to the Garrison Script. It is designed to help the AI protect its cities and make the game more challenging. Only the more important/famous cities and capitals have this script.
To remove the Garrison Script follow these steps:
Find the line that says
;#################### Garrison Script Version 1.3 #####################
Remove everything below it until you find the line that says
;########################### MONEY SCRIPT ##############################
Save the file and you're done!

Its called a garrison script, implemented in the game to make taking a factions "home" territories harderto take and to just make the game a bit more difficult. Also helps the AI a bit because sometimes AI can be quite dumb and leave their cities undermanned like how you saw with Gondor.
It is part of the game though and in time youll get used to it hehe

Due to the fact that the AI is absolutely retarded and thus cannot protect key settlements well the Garrison script has been implemented in the mod. This script, which inly affects certain settlements, will give the AI a nice stack of units to defend the city with. The player does not benefit from the Garrison script as this would make the human player OP.
