    Default World War Z proposal

    World War Z: Total War

A severe stretch of tools and imagination. Like all here I have had an idea for a game that, to me, fits Total War. I personally have zero modding skill. I can barley install a mod without detailed instructions. So I realize that in order for my idea to ever stand a chance a seeing light anywhere outside of my own head, I would need to turn it over to the minds I have seen at work on this forum. I have the idea; I only hope there are those here who have the ability and desire to make it happen. I hope that this idea will appeal to the countless people who pop up proposing an undead faction in every fantasy mod.

Basically the mod would be in need of any and every skill set.

World War Z by Max Brooks.

To me the imagery that is evoked in this book would make a Total war all its own. For those of you unfamiliar with the book it details the fall and resurrection of the human world during a zombie apocalypse.
Unlike other zombie type books, movies, comics; World War Z doesn’t follow a group of people who possess an unrealistic comprehension of unusual survival and battle talents. It serves more as a broad look at how societies would react on a military and psychological stance.

    Time frame:
Basically the mod would take place AFTER the fall of humanity. Humanity, along with most other living things, is endangered. The majority of human populations have succumbed to the Zombie Plague. The remaining humans have gathered in pockets of resistance or fled to more defensible locations with the few governments that haven’t collapsed. Your task is to lead one of these shattered peoples back from the brink.
If members of the forum are interested I have compiled a large deal of raw information, ideas, questions and a few possible solutions. If it is in demand I can elaborate a great deal more.

    Military
Spoiler Alert, click show to read:

A loss of raw material and production abilities has resulted in a necessity to regress to widespread use of melee weaponry. Their overall effectiveness against the dead and living alike has proven invaluable to irregular and professional fighting forces alike. Current military technology still exists in many military stockpiles but severe depletion of fuel, ammunition, trained personnel, production facilities and general ineffectiveness against the new threat have resulted in the abandonment of “modern” weapons. Air forces were dismantled, armored divisions were abandoned, and navies were used as floating cities by frightened civilians. The primary professional soldiers now in use are infantry men organized into 1800’s line formations armed with simple bolt action rifles. The remaining modern warfare munitions were either in storage until the end of the Zombie crisis or reserved for human vs. human conflict.

Guns are expensive, and in a world where the raw resources are nearly unobtainable they are even more so. Bullets must also be produced driving up the upkeep of large divisions of firearm equipped warriors. If bullets cannot be afforded a gun is of little more use than a fragile club.

Melee is quiet simply cheaper to produce and train soldiers for. Militia will be nearly entirely equipped with hand weapons and a decent number of professional soldiers should follow suit.

    History:
Spoiler Alert, click show to read:
The Great Panic: Almost every nation suffered a severe breakdown as the truth smash down the doors of its citizens. Panic and terror overwhelmed it populations, panicked riots, looting, civilians fought battles against the dead and massive exoduses from major cities were common. Across the world overwhelmed militaries fought retreating battles against ever growing undead armies. Governments abandoned large numbers of their people and a few killed even more. The great panic became the single greatest civil and governmental breakdown in history. As zombie hordes swelled governments were forced to take drastic action in order to reach a simple stalemate with the ever growing disease. As the world populations began to lean more toward dead and undead as opposed to living citizens. Desperate actions were taken; many were left to die in order to preserve others.
Spoiler Alert, click show to read:

The Redeker Plan: Paul Redeker, a South African, proposed the most efficient way to resist the undead hordes, in a way that could ensure the survival of governments and as many citizens as they could.
General overview: The government and army cannot save everyone; the resources simply do not exist.
Armed forces must be consolidated in a safe zone, preferably aided by a natural obstacle (rivers, mountains, island, ect).
Once gathered the safe zone must be purged of the infestation. Then work to emplace border defenses.
Only a fraction of the population can be evacuated to the safe zone. Others must be gathered into other defensible areas outside of the safe zone. These hubs will serve as outposts and decoys, distracting the dead from pursuit of the retreating armies and the majority of the populace. These outposts must be well defended and resupplied often in order to keep zombie attention there and not on the safe zone.

    The Map
Spoiler Alert, click show to read:
As with any mod the map is one of the most important details. The map is roughly the current world map. But it can easily be scaled to the designers own will. It can be a complete world map, or just a fragment. Liberty can be taken with the map. But I believe a complete world map would be the most impressive, and difficult. Given that this is an apocalyptic version of our earth alterations can be made. Some areas would be destroyed. Entire forests burned, cities left in ruin, new cities built, flooding of some areas, Impassable nuclear spots, complete eco-disaster type alterations. One example being there should be very few ways in and out of the Himalayan stronghold.
Spoiler Alert, click show to read:

Is it possible to create an impassable zone with a campaign map visible wall on it? This function could be used to show the Quarantine wall of Israel as well as the Great Wall of China and the Antonine(Hadrian’s) wall in Britain. Possibly only a few gaps to be filled by permanent forts to represent gatehouses.
    Region limit
The 200 region limit is one of the big limitations that I foresee. There are far more than 200 major cities in the world I mean there is at least 50 in the US alone. The use of permanent castles could work wonders for fudging stronghold numbers and expanding the map, making regions more personal. But one of my biggest worries is that the regions will feels to impersonal.
One option for personalizing the map could be to make multiple campaign maps each focusing on a specific theater of the conflict. Sort of the same style as the different periods in the first Medieval. Only featuring new maps for each “period”.
North America Map- starting around Panama and stretching as far north as possible. Hopefully all the way to Greenland. I believe Frontier: Total War has a pretty comprehensive map of North America. Could make a beautiful starting place.
South America-Panama south to Antarctica. To the best of my knowledge no map of South America exists.
Europe map- Maybe an expanded vanilla map. Stretched further north less of the Middle East and Africa
Eastern Asia map- Siberia to India, Japan to Iran.
Western Asia map-Middle east, black sea region. Possibly using the Broken Crescent map as a base. I’m not sure what that map looks like I haven’t played.
Africa Map- the Africa continent and Madagascar, possibly the map created by Africa: Total War with a few alterations to suit this environment style.
Australia+ Pacific Islands- Kinda speaks for its self. This may prove to be the most difficult map with so many islands.

    The Zombie threat
Spoiler Alert, click show to read:
I see the “main characters” of this mod best represented by rebels. No other faction set up could properly depict the undead hordes. Chaotic, no true focus, and able to spread like a wild fire, this describes the Zombie hordes and what the rebel faction could become.
Spoiler Alert, click show to read:

Why rebels? 1. The rebels are the only faction that you could give possession of over half the map to and they wouldn’t wipe out every faction in two turns. 2. You can’t have peace with the rebels, just like you can’t have peace with the Undead. No diplomatic channel, no trading, no building, no city growth, just wonton destruction.
The alterations of the rebel faction are the corner stone of this mod. While in any other TW game the focus on the conflicts between the various designed factions and the rebel serve as little more than place holders and early campaign conflicts. My vision is to see the “rebels” as the major antagonist with other “main” faction conflicts as secondary wars.
The first and (I believe) easiest step to creating the zombie would be to disable the ability to bribe their armies.
Frequency of “brigand” armies and riot/revolts- In newly conquered (from rebels) and border regions Brigand armies and riots would signify the difficulty of “cleansing” the region of all undead individuals. These would need to be fairly numerous when an area is first captured. As an area is controlled the frequency would need to decline. Using Culture may be a solution to this, if giving rebels their own culture is possible. Rather than “civil disorder” this event could be used to represent the aspects of cleansing a city that can’t be depicted on the battlefields of TW. House sweeps, sewer fighting, ect.
Use of plague feature. A plague outbreak can easily add a unique feel to the game. Rather than an outbreak of something like smallpox or measles the plague can represent a zombie plague within the city. Buildings like Police HQs could be what provides the Public Heath bonus. As a plague goes on it tends to lower public order and raise the chances of revolt. This well suits the idea of your armed forces losing control of the outbreak and fleeing the city.
    Unit types
Standard Zombie armies- units would not need to be very diverse. Melee only. If multiple unit types are required unit sizes could determine type- Small band, medium swarm, large horde ect. Since diversity in unit types would be low, composition would need to rather extensive within those units. This would serve to represent the “mixed culture” of a zombie horde. If desired or possible different racial densities could be assigned to different world regions
Unit traits- strong melee attack, low defense, and low movement speed (if it is possible to disable the run ability and slow march down this would work perfectly). Naturally the moral would need to be through the roof to ensure that undead units fight to the last man.
Healing casualties. Zombie armies should be proficient at this. When a battle is won the victor always gets to heal a percentage of troops lost. This could effectively represent your own fallen dead joining the undead ranks. For this to be effective the rebel armies should be able to heal a decent number of casualties.
Extremely Hostile A.I.- The rebel armies would need to be very aggressive, willing to attack faction armies and settlements regardless of their own numbers. I would like for it to not be unusual for armies of a single undead unit to besiege a major city or attack a full army in the field.
Roving armies-These should be frequent in early stages of the campaign. The starting map should look pretty well populated with large stacks in areas of previous high populations. (American east coast, Western Europe, Southern China, Japan, India)
Under Siege- This aspect baffles me a bit. How to alter the siege battle to properly represent modern cities and urban warfare? Modern cities are not walled (not often at least). But the walling of post apocalyptic cities to hold off the dead would be highly reasonable.
An answer to a question brings another question.
How can the Zombie armies be modded to assault these walls in a “realistic” fashion?
Can Non- elephant units be given the ability to batter down gates? If so it would need to be a slow process only like 1% per second depending on unit size. If this can be done is it possible to remove the ability to build siege weapons? I don’t see zombies building and using a siege tower.
Undead towns- these need to be very ruined, large amounts of very damaged buildings.
Walls- unless I’m mistaken huge cities have to have walls. But these walls can be made to be very damaged. For zombie controlled towns this should be done. Towers and wall fighting doesn’t make sense to me for taking an undead town
City buildings on the battle map. Many major cities around the world are noted for their towering sky scrapers. Would it be at all possible to alter city buildings to depict this? Not a major game play breaker to me, just a cosmetic detail.
Frozen dead-Max Brooks states many times that the undead freeze in extreme cold. Since I do not see this being possible to mod in, a unit penalty for winter weather would be a close option.
Rebellious humans- Breakaway factions were common after the retreat of governments. Abandoned peoples felt no loyalty to the people who left them to die. Since the niche of the rebels faction is quite filled with zombies, the concept of rebellious people could be portrayed with small playable/nonplayable factions holding only 1 or 2 strongholds. If the multiple map idea was to be pursued the breakaways could fill the open slots and add depth to the regions.

    Weapons
Spoiler Alert, click show to read:
Guns- the staple of modern human warfare
Spoiler Alert, click show to read:

Bolt action rifles- The main stay of anti-zombie armies. Slow, steady, firing rates regulate munitions and ensure that every shot fired will count. Rare instances of jamming produce a reliable standard fire arm.
Carbines- Semi-automatic provides the ability to fire with more speed making it useful against live or undead adversaries. Mid level accuracy and penetration along with simplistic use make this type of weapon the standard fire arm for re-emerging world armies
Sniper rifles- for guerilla warfare no weapon is more devastating. Ultra long range plus extreme accuracy more than makes up for a slow rate of fire and the time it takes to train a good sniper.
Shotguns- For close quarters combat shotguns rain supreme. No aiming, high bullet spread, and high penetration gives a simple point and click tactic to wielding this firearm. Though due to close range needed to use it effectively a solid ability to use melee will be required in large engagements.
Assault Rifles and machine guns-Generally unused against Zombies due to them being a waste of ammunition and having lower levels of accuracy. Against human enemies they are preferred for their ability to fire more bullets and armor piercing abilities.
Rocket propelled grenades/bazooka/rocket launchers-though generally useless against zombies (low fire rate, inaccuracies, low ammunition, expense, and fragmentation being ineffective against undead enemies), RPGs are highly valued in situations that require vehicles, walls or buildings to be destroyed.
Crossbow-A silent easy to use projectile. Fires a retrievable bullet should have lower upkeep due to this. Slow reload time.
Bow- Generally hard to aim at a long distance. Especially if a head shot is required to bring the target down. I don’t think they have a major role to play in this setting. But some factions may find a use for them. Flaming shots would still be effective, and small explosives could be attached as well. So the bow remains an open option.
Melee has proved a cheap, reliable and timeless way to dispatch the undead and humans alike
LOBO- An American army original created by the marines out of recycled car steal. The LOBO is a short pole arm with a head that resembles a dual sided axe mixed with a shovel.
Shaolin spade-A Chinese weapon originally used by monks as a farm tool. It is a pole arm with a flat broad half circle with a sharpened curve on one end and on the other a crescent with a sharpened interior curve.
Club types- A hard smash to the skull, the best way to dispatch a zombie. Easy to make easy to use, club wielders should make up the backbone of melee fighters. Militia and more highly trained soldiers alike can be armed with clubs. (Bats, crowbars, hammers, pipes, maces, 2x4s, anything like this could be worked into possible pool.)
Sword types-Katana, long sword, claymore, gladius, Broad Sword, cutlass, ect. Generally useful versus live or dead opposition. Of course the wide variety of sword types allows for many skill sets.
Axe- Pole arm or hand axe- able to severe the neck or crack the skull proves itself useful against the undead. As proven by the Vikings of history to be well suited to ending human lives.
Spear-For the most part very ineffective against the undead. Only the most highly trained could use a spear with effectiveness (penetration through the eye socket). Cheap and easy to manufacture. Militia conscripts could be armed quickly and sent into the battle lines. For these untrained ranks fighting the living would go much better than fighting the undead.
    Armor types
Kevlar- Kevlar battle suits became standard for regular US infantry after the Military reforms. Jackets and Pants were standard issue. Gloves, hoods, and helmets are optional.
Mail-Bite proof and very little mobility loss. Broken limbs are still common and weapons will still puncture.
Samurai armor- the return to tradition of the Japanese would guarantee its return. High range of motion, low weight, many layers provide high effectiveness against sword and tooth.
Full plate armor- Not a preference due to the expense and weight. But for melee shock troops turning into a bite proof tin can may be worth the loss of visibility. Armor pieces can be torn off if enough hands are involved, so plate armor doesn’t turn men into zombie killing gods.
Vehicles- will be largely dictated by game engine and modability.
Horsemen- Speed is a great weapon against the slouching masses. Though lack of space and food should be a major regulation on the widespread use of horses.
Motorcycles- A remodeled horse basically. Possibly cheaper to produce than horses given the possibility of alternate fuel sources (Solar not combustion engines).
Tanks- Reskinned cannons could do the job. Maybe a remodeled artillery elephant, allowing the possibility to trample. To keep balance tanks would need to be very expensive both in purchase and upkeep.
Armored trucks (Humvee)- Possibly reskin the regular elephants, raise the fire rate of the mounted gunmen to simulate a machine gun.
The death of tanks and armored trucks is the great fault that I can find. The animation could be pretty basic, catching fire or something like the rams, possibly not even needed running out of gas or the death of the crew would lead to a simple shut down of the vehicle.

    Faction list
Spoiler Alert, click show to read:
The faction list has a lot of play room. Some countries were detailed in how they survived others in how they utterly fell, but many were left out completely. This can give developers some space to add their own tastes. For the most part the nations that survived were those that had a large and stable enough country. Others that survived were areas with a deep rooted warrior culture.
Spoiler Alert, click show to read:

Depending on which map style is used will greatly deal with the number of possible factions.
    Those who perished
Iran, Pakistan, Iceland, Brazil (Amazon tribes survived Yanomami),
Unknowns- It is most likely that these nations would not survive, but survival stories could be written if desired. With the unknowns anything is possible.
North Korea?, majority of central America, Central Asia (the “Stans”), Eastern Europe, Sub-Saharan Africa,
    Those who survived
Russia, Israel, United States, China (Chinese separatists and loyalists), India, South Africa, Greenland, Cuba(neighboring Islands), Japan(in east Siberia), United kingdom, “Pacific continent”, Switzerland, South Korea, Chile, Mexico, Ukraine, Germany/Denmark, Greece, Trinidad, Anguilla, Canada,
Possible List: these are first draft faction descriptions, not finalized.
Holy Russian Empire- based along the eastern side of the Ural mountain range. Based so close to the Chinese “ground Zero” Russia began fighting the undead before most nations. Leaving the population and most soldiers uninformed Russia covertly fought the zombie swarms coming out of the south. However the information blackouts led to large scale revolts among army units. These revolts were suppressed with executions known as the decimations. Where revolting units were forced to execute every tenth member of their own units. Russian war was fought using mainly of soviet left over arms, poor tactics, and undertrained soldiers. This led to a high rate of people being infected during battles. With the Russian command unable to find a more suitable way to kill infected soldiers, people would commit mass suicide to prevent the joining the undead. This continued until Father Sergei Ryzhkov, a battlefield cleric personally executed one of these suicide circles proclaiming that no more souls would be condemned to Hell. Men of the Cloth across Russia quickly followed his lead and became the liberators of souls from damned bodies, the men that would execute the infected. This act triggered widespread and fanatical rejuvenation of Christianity within Russian that would lead to Russia becoming the Holy Russian Empire.
United States of America- based along the US west coast and Hawaii, using the Rockies as an eastern front. For a long time the US government refused to publicly recognize the rising zombie hordes, allowing the manufacture of a fake immunity, called Phalanx, and dispatching black op units to combat outbreaks rather than launch full scale suppression operations. True acknowledgement of the threat was not made until the US army deployed in the New York suburb of Yonkers. The Army intended to eradicate the New York infestation (and reinstall faith in the US population) by luring the undead population of New York City up a main highway into entrenched battle lines. Large amounts of heavy armament from every super weapon in the US arsenal failed miserably against the zombie swarm. The Army was overrun by the undead population of NYC. The USA proceeded to fight a retreating war all the way to the Rocky Mountains to begin the Redeker Plan. After clearing the west coast and reinventing the armed forces the USA is now in place to begin war production to take back their lost country.
Himalayan Empire (India mainly, Tibet, Nepal, Thailand, others nations near the Himalayas)-Based inside of the Himalayan mountains. This effectively turned the mountains into a massive fortress. The nations around the mountains were drowned beneath zombies coming out of China. When the swarms reached the second most populace nation India and the rest of Southeast Asia found it fighting outnumbered in dense jungles overcrowded urban centers. The Indian military lost many major engagements before deciding to activate the Redeker Plan. India began a fighting retreat up the slopes of the Himalayas. During the retreat most mountain passes were destroyed to prevent the dead from following, countless civilians were killed while fleeing up the mountains by the blasts. Others were left without military support to fend off the dead. Though many were sacrificed the inner mountains were effectively turned into a fortress for the South Asian People
Loyalist China-The most populated country on earth was also the origin of the Zombie outbreak. China kept the outbreak a secret from the world for months as the armed forces of china fought the undead on any and all fronts, throwing an ever dwindling amount of “bottomless” human resources into the zombie fire. The tactic of trying to overwhelm the zombie threat with numbers has not been abandoned by the Chinese military command. Even as the undead began to outnumber the living in China and spread across the continent. Scattered and fighting numbers with numbers the Chinese military command refuses to utilize the Redeker plan.
Separatist China- The Three Gorge Dam was one of the largest in the world. When the Chinese leadership left it to rot during the crisis it deteriorated rapidly. With its collapse trillions of tons of water swept through its watershed crushing thousands of people who could not flee due to the dead outside their door. This final act of negligence was the breaking point. It sparked the formation of the Separatist forces and the beginning of a three way war between the two halves of human China and an ever growing undead population. The separatist control half of the remaining Chinese military and are trying to put the Redeker Plan into effect. But they are no more suited to withstanding the Zombie threat than the loyalist forces. China will have to unite if it is to stand.
I would like to see it possible to code so that if the leadership (family tree) is wiped out from either the separatist or the loyalists, the remaining armies and settlements from the defeated should join the victor.
Greenland- the frozen landscape and lack of high population turned this barren land into a refugee hot spot. From all corners of the world people came to Greenland, the large amounts of people congregated to for Ice City. People dug tunnels and caverns into the glaciers, hollowing out a massive subterranean complex to house over 250,000 people. This is one of the safest nations in the world; no zombies walk the frozen land. Nearby Iceland however is overrun with one of the highest Zombie-land ratios of any island. Few nations are left standing on any coast of the Atlantic; Greenland may be safe but it is alone.
Israel- The country surrounded by enemies was the first to discover what was happening in China, Though most other nations refused to believe. Israel began a self quarantine from the world. Expanding on the already in place defenses Israel walled off a majority of its nation and invited any form of Palestinian or Jew who desired a safe haven from the coming crisis to seek refuge in Israel, many people came. After health screening and a three week quarantine people were allowed into walled nation. Overcrowding and displacement of native Israelites erupted into a short civil war that was stopped only when the zombie threat came to their door. Overall the self quarantine has been a success. People within the wall are safe from the undead surrounding them as long as the gates hold.
South Africa- Being the homeland of Paul Redeker and the site of the first major public outbreak in Cape Town, South Africa was the first to implement the Redeker plan. Withdrawing to a defensive position before the Great Panic hit home, put South Africa in a position to withstand the growing hordes considerably better than the majority of African nations. The Zulu heritage of the Sou’fricans has made a fierce reemergence within the military culture.
Britain (United Kingdom)- The Great Panic was devastating to European countries, the only salvation for Europeans was their history. Castles and leftover medieval weaponry saved countless lives. England was no different. After widespread outbreaks in the southern cities the British Parliament evacuated north while many people barricaded themselves into castles across the island. Ireland and the Scottish Islands provided safe havens for much of the fleeing population. Full scale reconstruction of Hadrian’s Wall established a southern border on the mainland.
Cuba- During the Great Panic people around the globe flocked to the shores to load any vessel that floated to take to the water in hopes of safety on the oceans. Many of the North and Central Americans landed in the Caribbean. The militaristic nature of Cuba allowed it to suppress any outbreak on the island and defend its shores from future attack. Massive numbers of mainland refugees washed up on Cuba. The safety of Cuba coupled with the influx of new citizens (and their money) allowed for massive economic expansion. Armed with a bottomless treasury, a large population, and a new capitalist democracy Cuba is more than ready to weather the apocalypse maybe even profit from it.
Japan- High populations, low space, and an ever diminishing military and police forces made Japan ripe for Zombie outbreaks. The Great Panic set in quickly as undead ranks swelled in the crowded cities. The government ordered a full scale evacuation of the Japanese home islands. Kamchatka was the destination of choice the government along with a majority of the population relocated to this new exile. The Tatenkai (Shield Society) is all that remains in Japan. Founded by a blind WWII veteran during the Great Panic, the Tatenkai are a collection of people unable or unwilling to leave that have armed themselves with traditional melee weapons and a revitalized Shinto faith. Their new found sense of traditionalism and fighting spirit has spread to the Japanese people in exile.
Chile (Andean Mountains)- Fearing the devastation that Brazil suffered ,other nations of South America retreated to the Andes mountains. The Incan cities became wartime fortresses. The jagged terrain and high mountains became the life saver for Andean people. Hunger and overcrowding became a greater threat than zombies. Many attempts were made to cleanse coastal islands and lowland farms. A few of these expeditions were successful but most merely served to feed the undead fire. Many islands became too choked with zombies to even consider easy clearing operations, while lowland hordes often pursed people right back to the Incan strongholds they came from.
South Korea- For decades South Korea feared an invasion from the north. But after numerous outbreaks and a Yonkers like defeat at Inchon, South Korea has found its self using the heavily fortified border as safe guard, a natural defense to anchor itself to. North Korea has disappeared. The people, the government, South Korean spies, they have all vanished. North Korea is empty, the city of Gangneung has isolated itself, and the remainder of military forces are pinned between the north border and hordes of zombies.
Switzerland- the Swiss have always been gifted at weathering conflict WWI, WWII, and now WWZ. The natural barrier of the Alps are shielding the Swiss people again. Others have noticed the safety of the Alps as well; Germans, Poles, French, Italians, and eastern Europeans are flocking to the Alps. The farm land within Switzerland cannot sustain the numbers of refugees with its borders. The small, well trained Swiss regular army, reinforced with conscripts from the refugee population, must now sally forth if they wish to feed the people huddled in the mountains
Mexico- Now known as ______ had little as far as natural boundaries to defend itself with. A large number of the population of Mexico and Central America fled north. Those who were left gathered along the central mountain chain or around ancient temples. Like many, the people of Mexico returned to their roots. The Macuahuitl became a widespread weapon again. The return to the warrior culture of the ancients allowed for the Mexican people to combat the threat that plagued the world.
Ukraine- Cold War stockpiles did little to halt the flood of the undead. Safe zones were frequently established then overrun by swarms of frightened civilians pursued by hordes of zombies. The constant retreat and flood of refugees was finally stopped with the use of gas rockets. Ukrainian armed forces resorted to slaughtering the entire population of the fleeing civilians. The deadly cold war gas did nothing against the undead, but it did effectively separate the infected from the healthy. Eventually a safe zone was established on the Crimean peninsula.
Germanic People (Germany, Denmark, Netherlands, Belgium, Poland, ect)- As Zombie outbreaks spread across Europe most militaries were overwhelmed. Germany was forced to retreat north on the Nord-Ostee Kanal. Using the canal as a southern border the people of Germany, Denmark, any people that could not find refuge in the Alps. People from around the Baltic, and Eastern Europe came to Denmark to find sanctuary.
Greece- The mountainous landscape and history of martial prowess made Greece a hotbed for refugees. Ancient pantheons atop mountains proved to be top notch holdouts.

No offence but I find that there is no strategy involved in such mods. ( I honestly bought Empire Total War in a different country while on vacation and thought it was so crappy that I forgot it there )

Any mods with non Medieval ( max is early gunpowder ) fail miserably because they are an out-gun mod rather than a strategy mod.

But hey, I wish you luck. Also, what mod area are you in? Check out my mod. I am working on it.

I think most can agree than Empire is a joke at this point. Though I appreciate your input and wish you luck with your mods.
I'm not wanting a mod centered around rifle warfare either. Though if would be a nice change of pace for rifle infantry to be able to function properly and have an impact on battles. In Medieval almost any type of troop can out class a gunbearing unit. But the focus of this mod should remain around melee conflict. To better elaborate on this I have added in a military summary in the opening post.
