If that is impossible for MTWII, then we could just have Uruks with enormous shields and a great armour rating
I myself am quite fond of the idea of an Uruk heavy infantry sword unit with shield wall to fulfill this niche. Uruk-hai were rather mechanical in the matter of their training for siege warfare, after all.

It is not titles that honor men, but men that honor titles.

Well, why did the other orcs who stormed the walls not do so?

most of the uruks storming the walls were berserkers... no shields and even if they had shields i doubt they would use em

Actually, if you study the source material, there were too few of the Isen berserkers to create a single, cohesive force with enough manpower to storm the walls. The WETA design books have that number at only 30. Berserkers were therefore employed as the "first men" into combat, as illustrated by how they rode the mechanical ladder deployment systems onto the walls of Helm's deep. First into the fray and all that.

I believe the majority of the Isengard host storming the walls had pikes, actually. But you clearly, CLEARLY see the testudo marching the battering ram to Helm's gates, so their shielded heavy infantry was definitely a factor.

It is not titles that honor men, but men that honor titles.

Saruman used the beserkers to clear the way for his troops...there sole purpose..

as for illistrating the testudo formation in the movie that was to illistrate the military advancement of isengard/sarumans knowledge of warfare from studying the art of the enemy. (being wise and all)

isengard is the Sol (evil Faction) that does this because unlike mordor, ootmm, isengard is an orderly army...sourons army is disarrayed and wild...hence loosing the war of the last alliance. not until recently does souron use formations if any at all (only in the movie do you see this) in the book it always states mass and mass of orc.. nothing about, in formation or anything.

think it would be a great idea for the later uruks to use the testudo..(no shields on sides to differ from RTW) it would apply suppurbly. always thought about that idea....great topic...

i think the reason lets say gondor isnt mentioned as using testudo is because they fighting orcs.....they can win by mear military might thought later that proves different since there kingdom is in dissaray...but historically speaking...there archers are second to none...(Elves the best obviously) military might is awesome and calvary (little to none but have knights of dol amroth so good there) so really no need to have so many tactical advantages over orcs thought later souron starts to use some sense and tactic when deploying his army..
think thats it...but would love to see this work out...

The testudo formation in that submod looks like a testudo but doesn't function like one, and so is useless.

It wasn't a real testudo, the sides weren't covered so stop whining about one. The shield is used as protection and if the enemy is on the wall and you are not every non-retarded (so this excludes orcs and goblins) being would hold it above their head. In RTW units also heald their shield above their head when climbing the walls on ladders.
