Priests and Popes

I have a glitch where no other team will hire priests at all. Eventually they either all die out leaving the papal seat vacant, or I keep my own popes coming. Is there a fix for this??

when is this in the campaign early, middle, late?

because when I played, early/middle of the start of the campaign there were hardly any bishops which I think is partly do to the fact that Churches are expensive to build thus early on the number of bishops is small because most faction only have one or two churches thus they can't recruit that many priests to become bishops.
