Playing mp in remote countries

I have a friend with call of duty modern warfare 2 and since we live in Singapore, he rarely gets a mp game. But on the the other hand, my civ-and-tw-crazy-father can easily play mp from Singapore how about ETW?

In Steam you can choose the multiplayer servers that you use by region. So you should be able to set your multiplayer server location to Europe or the US or something and find just as many games. Also, if you join Steam groups, you'll be able to find games by people in those groups.
