Provide enemy to use more fullstacks?

Is there a way to provide the enemy to use more fullstacks? I know that in there are more fullstacks in the SPQR Mod than in any other mod, but however after you fought a nation for some time, they start to send smaller armies too. Of course those armies consists out of 2000 or 3000 men, but those small armies aren't a real challenge for my own armies (who are usually fullstack armies).
The gauls are the most annoying faction in this respect, they are sending waves of medium stacks...

You should look at them as raiding parties. That might help.

Well, its not just problem of Gauls, I noticed this amongst many nations, especially if you hurt them a bit.
