It's deliberate. The computer faction gets money bonuses. The player should consider disbanding some of his units, or make very clever use of them in the first few turns as they try and stay out of the red and conquer some provinces. I have an example of what to do with Galatia somewhere on the forums. You should go look for it to get an idea of what you should be looking to do.
Carados is correct. The AI gets various bonuses to help keep it out of the red*, and it burns through those initial troops rapidly in any case. (Watch a turn with fog of war off and perfect spy on. It's quite enlightening.) The human...well, for the human it's just a tough game.
*If the AI gets into the red, it pretty much freezes. A frozen AI is no challenge to fight, and AIs get into the red a lot 'cause they're kinda dumb. So they get money to keep them out of the red.
