When a settlement reaches a populations level of 6000 it has to be upgraded by building a governor's palace, 12000 build a Pro-consul Palace for large cities and 24000 build a Imperial palce for huge cities. I'm wondering is there there a way to change this requirement. Like a city reaches 12000 than you can upgrade or 24000 before you can build a Pro-consul Palce...is there a file which i could go and change this setting.

You can make the growth rates go allot slower in a file I think, but I don't know how.

Can cause problems with recruitment, but hey, a little realism.
