It certainly has priests. Though I am not sure about Solanki, because I haven't played them yet. But you can always exterminate population when taking a settlement. That should calm them down a bit.

Hindu factions don't have priests. So, the only way of managing the order is to exterminate population of newly conquered settlements (just like Archer suggested) and to build temples.

when you occupy a settlement it has a relative high unrest value. but that goes down after a few turns. so as long as you can hold them with a full army it's not too bad. sack and extermitate don't have that unrestz increase afaik and they do decrease population which reduces squalor, another unhappiness factor. but both of them reduce your reputation so i advice not doing it as long as you can keep order without them.
another thing that may help is moving your capital west. the unhappiness due to distance from the capital can rise pretty far in this mod last i played it. if you don't care about merchant trade the center of your empire is a good place for it, but you may even want to move it a bit farther west since the eastern part has higher order due to your religion in the region.
last i checked the religious unrest in BC isn't that high so check your settlement details where most of it comes from and adjust accordingly.

Re: Solanki Rajputs - Public order Help !
I have now started a new campaign on H/VH as the Solanki Rajputs, and after reading a few articles about how it is hard to get out of debt and the solutions to this problem I found it easy. However, not being able to convert conquered territory is a real pain in the arse. Is the only two methods seriously either become a maniac slaughtering entire populations whilst forever moving my capital West OR having full stacks sitting in most recently conquered cities for a long time??? I feel I might have to end this campaign as it feels like if this is the case then it's like I have no freedom in how to present myself on the political stage or how I can run my empire. I neither want to be forced into being a maniac killer of innocents and neither do I want to have most of my budget being spent on military forces that are just sitting around babysitting provinces.

afaik sacking also takes care of most of the inital unrest. it gets you more money and doesn't reduce your reputation as much (but still does). the population is going to come up again anyway so if you can't handle it now you'll most likely have problems in the future too.
check your settlements tab and look at the sources of the unhappiness. religous unrest shouldn't be that high even with ~90% not being your religion. but distance from capital can go way up. i'm not even sure it's capped in BC. if your capital is located at the east border of the map you should be able to get to around bagdad until you run into serious trouble. i haven't played solankis though so i'm not sure.
the order gain from the garrison can go high (120% or 160% afaik) in BC. and since only the number of soldiers and not the quality it deciding you can send some cheap sacks after your main army as garrisons and keep rolling forward.
unfortunately you don't have racetracks unless they are already build which would make life easier.
another tactic you can use is make one of the AI faction your vassal (reduce him to one region and destroy most of his armies then they should accept). then give him the far away regions. they still count as yours toward the winning goal. you may have to keep those which are explicitly listed by name but i'm not sure about that.
