Editing difficulty settings

Hello, I was wondering if this is possible...

How can I edit the difficulty settings of the grand campaign? What I had in mind is keeping the aggressive and backstabbing AI of the very hard difficulty level, but changing the money bonus as well as public order bonus the AI get at the "very hard" setting to that of the "normal" setting.
