At Eburonum is an army, that I keep fighting, and that keeps replenishing it's troops at the end of each turn, and, when I killed that army and besieged Eburonum, that exact army reapeared after clicking end turn and attacked my army

It's part of the EB-script. It helps putting Romans, Germans and Gauls in the direction they should advance.
If you have to get that region, load the city full up with spies and try to attack in one turn, if you capture the region the defender will not spawn again.
