I think that you get a negative bonus if you don't build a certain building before building an imperial palace

e.g. You build an Imperial palace BEFORE you build an Aquaduct, then you get an -15% which you would've gotten if you build the Aquaduct before upgrading the city

at least that's what I think

Not exactly right but almost Tesla. You get those as long as you haven't built those buildings.
Once you have done that they're stop to having any effect.

Ah ok, so in any case it's best to build as much as you can before upgrading the city?

Yep. Try to build them before upgrading.

I looked it up in export_descr_buildings. Here's what it says :

    ;;;;;;;;Anti-Bonuses;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;
happiness_bonus bonus -3 requires factions { spain, gauls, germans, dacia, } and not building_present_min_level taverns bardic_circle
    happiness_bonus bonus -3 requires factions { carthage, eastern, egyptian, } and not building_present_min_level despotic_law secret_police_hq
    happiness_bonus bonus -3 requires factions { greek_cities, numidia, thrace, romans_julii, romans_scipii, macedon, } and not building_present_min_level theatres lyceum
    happiness_bonus bonus -3 requires factions { roman, } and not building_present_min_level amphitheatres urban_amphitheatre
happiness_bonus bonus -3 requires factions { carthage, eastern, egypt, greek, roman, } and not building_present_min_level market great_forum
    happiness_bonus bonus -3 requires factions { carthage, eastern, egypt, greek, roman, } and not building_present_min_level hinterland_farms farms+3
    population_growth_bonus bonus -4 requires factions { carthage, eastern, egypt, greek, roman, } and not building_present_min_level hinterland_farms farms+3
happiness_bonus bonus -3 requires factions { eastern, greek, roman, } and not building_present_min_level health aqueduct
population_growth_bonus bonus -4 requires factions { eastern, greek, roman, } and not building_present_min_level health aqueduct
    happiness_bonus bonus -3 requires factions { carthage, eastern, egypt, greek, romans_brutii, } and building_present_min_level core_building imperial_palace and not building_present_min_level defenses large_stone_wall

As you can see with (underlined the Aqueduct part) that, if you do not have an Aqueduct constructed in Rome, you'll get -3 happiness bonus, which translates to -15%. So, yeah. Make sure you've got your stuff in order (check out the building browser) before constructing the Imperial Palace.

Think of it as the population being dissatisfied with the fact that you're building a giant palace for yourself while leaving them out to dry.

Does that mean there's a 30% difference between no aqueduct/palace and aqueduct/palace if they are built in that order?

^ No its not. Its simply saying that your e.g. public order is at -15% then what it could be and will not change to worse with the comming of the palce but it would come back to it standard 0%(plus whatever other influence you have) if you build e.g. Aquaduct. Its asking you to consider catching up all your buildings to the same standard as the rest before building a Governors residence and moving on. Thats my understanding.

Do you have problems with revolts in Rome?

Make sure that you've got as many happyness buildngs as possible early on.

Also make sure that you have decent governors to take over the running of settlements. Build up your academies and any educational buildings - that will usually mean that your governors gain decent retinues/traits.

Yeah but the problem is, as soon as you hit the 50k limit, your governors start gaining really bad traits. I've been keeping mine under that, but I forgot once or twice, and immediately some of my governors got the 'extravagant' trait. I'm starting to think it's even possible to gain it even if you stay under 50k.
Anyway, if you have conquered the city of Syracuse, make you governers there. I train them both in Rome and in Syracuse, and those in Syracuse get much better traits for some reason. Maybe it's my imagination.
