No, you can`t. You can only persuade them to wage war against a faction, though this is hard enough, but you can`t tell them to coordinate their attacks with yours.

I think he meant for example the coordination of 2 attacks, so you as Dwarves attack the black gate while u persuade Gondor as AI too invade Minas Morgul.

In every case you got too offer something valuable enough that is worth it too assault the dark lord.
