I havn't ever installed M2:TW by disk before, but by Steam. I uninstalled it a long time ago, and ran CCleaner to make sure there were no traces.

Did you delete the Sega folders in program files and appdata before running Ccleaner?
I didn't have any Sega folders.
I never installed M2:TW before, apart from Steam. It would be in any Steam folder, which they are not because I deleted them.

Do you have a The Creative Assembly folder in appdata. Remember you have to unhide it to be able to see what you have.

The only other way I know then then is use regedit. Use carefully and make a system restore point before you do.
directly install it:
my computer
right click on the cd
explore
search for setup.exe
run

What is RegEdit?
I tried exploring and running, same problem.
If I start the disk, it will say Play (and the list of kingdoms expansions)
But the Play Medieval 2: Total War is greyed out. I have never installed M2:TW apart from on Steam, which I removed. If I click on one of the Kingdoms expansions to play, it asks me to locate Kingdoms.exe.

For regedit, click start > run > type regedit > enter.
Use cntrl-f keys and type in medieval, hit enter.
If it finds an entry that say Medieval II Toal War, delete it.
Hit F3 key for the next one until its says there are no more.
