It can't really be done by the ESF editor -- that I know of!

You should be able to use DBEditor -- but you'll also need PackFileManager; you'll want to extract the building_levels, unit_stats_land, and units table with PFM.
I'm not sure how well DBE works with the new patch3.pack (I haven't had too much trouble -- anyone feel free to PM me if you have questions about that) but you can use PFM to load up patch2.pack and extract those tables I listed above by right-clicking on them.
Go into the data/db directory in your Empire folder and find the directories you extracted -- go into that directory and rename the file with something like 'mymod_' so the file looks like 'mymod_building_level.' Do this for the other 2 tables.
Then use PFM to create a new pack file, use the 'choose pack action' menu to set it to 'mod' type.
Save your packfile using the 'file' menu with a unique name in your empire/data folder.
Use PFM to import, by right clicking on your mod name on the left, the directories with the files that you changed the names for.
Save it again.

Now you should have a pack file that you can make changes to the labeled columns in DBE (when you open DBE and it asks you to load packs, pick the pack file you created, your custom tables will be BOLD in the drop down menu and will be named differently) for recruitment time, build time, and other stats.
Use ModManager or manually edit your user script to load you pack file.
