Well take a look at these photos:
Notice how they intended to include tools for E:TW, at least at some stage.

And now look at N:TW. They arent even planning to let us down this time around

Also, if thats not enough for you have a look at this interview, second last video.
    "Shortly after" all over again.

Just say it CA, youre not going to make any tools until dlc's become non-profitable i.e. never.

Remember they are not focusing on the tools so NTW can be more polished. Mr. Kieran Brigden said this in one of his propaganda interview videos recently.

I'm eager to see what kinda polish this game has when it's released.
The extra development time will allow us to finalize and polish Empire, making it the most accomplished and epic of the Total War series." said Kieran Brigden, Studio Communications Manager at The Creative Assembly. "There is a great deal of anticipation around Empire: Total War and we want to ensure that it is the benchmark for strategy games upon its release.

He has said this on ALL interviews he has given, and it's clearly only meant to calm some people down about it. They never intended to make any mod tools beyond the uniform editor for NTW, and we will probably get that 6 months after release as well ;(

Well Jack did say they are not making tools, but he did say that the community will be able to make their own tools, does this just hint, JUST, it will be more moddable, easier to mod then ETW. Hopefully yes!

Remember "Empire is the most moddable TW out there".
I wouldn't be so annoyed with CA if they came out and said "We aren't releasing modding tools, we want to keep them for dlc but we will support you in making your own"
In fairness we can do a lot with Empire now we have advanced tools like the esf editor (with a major upgrade in the pipes) and DBEditor - people are just not willing to get creative with these tools and push them to their limits. People say we cant edit maps or make new factions - we cant redraw the maps, but whats there is very applicable and we can certainly replace factions that are currently in-game. And with the python converter full scale modeling is now possible.
But imagine where we would be now if we had had the resources to make those tools back in March?

What post are you referring to? Of course the community can make their own tools. The question is what those tools will be able to do.

It seems to me that the whole Empire show is really specifically designed by those "Machiavellian" architects in SEGA.

The release of Empire hopefully would not be a diversion for the real total war game that is coming, that we all want.

CA you have done a great job so far, keep up the good work!!

Why there is no German-Axis FPS game?
Thank You for the rep+ given!

TBH I dont really agree with that. I think Napoleon was originally an expansion, but the messed up Empire so bad they decided to release a stand-alone. Which says something positive, as if they have to make it a stand-alone there must be lots of fixed/new code with N:TW

Accually, we can make new maps, the Lordz (www.thelordz.org) have a map tool and have already created 21 new maps for ETW. go to their forum for links to tutorials and the tools themselves!

    Really?
Is it modable in full scale?
Is it possible to expand the campaign map to whole world?

No I mean we change who owns what regions. So this + new factions (replacing the ones that are there already) means quite alot can be done.

Releasing mod tools will conflict with their DLC campaign.
