This being my first post here, let get me this off my chest
MANY THANKS TO ALL OF YOU TALENTED TALENTED PEOPLE for bringing Tolkiens masterpierce and Jacksons vision to the best strategical and tactical open ended terrain war game - Medieval II total war
Phew, now I feel better 
I am looking for help, tool or some tips from somebody who has been able to modify the EDBVL (or whatever, you know witch one I mean) file
I have tried to follow the original guides posted here at total war center and at the Org without any success.
With the slow aging hero units and other features (particurlarly in the RR lore sub-mods), there is a strong role playing feel being added to this mod...except for unit recruitment
For example, when Legolas with his Silvan army liberated Edoras from the eviiiiil Isengard faction, I do not want to recruit elf units after the required time for the cultural change, I want to recruit Rohan units (so I ended up giving Edoras back to the Rohan AI - who by the way has a terrible time keeping this faction alive)
I am able to sub-sub mod the sub-mod
for my enjoyment regardind most aspects of the game, like setting up area of recruitments, but I have not succeeded adding a unit to another faction
So once again, any help - tool or pointers regarding common mistakes - would be greatly appreciated

You would have to change ownership of certain units to whatever in export_descr_units.txt as well as fiddling with other files (possibly in "world" subfolder?) to change which cities do what. I'm not sure about the last part though, but one thing for sure, it ain't gonna be easy!

Not sure how to do this myself, but I know where to find an example of edited files that do what you want. In Stainless Steel's RR/RC submod, some units are considered to be "local" to a specific region. For example, you can recruit Turkish Archers, Turkish Javelinmen, and Turkish Horse Archers in any Asia Minor region (except the Greek Black Sea and Aegean Sea regions), regardless of who owns those regions. If that's what you're looking for, send Point Blank a PM, since he's in charge of that RR/RC submod as well.

Yes I know it would be a long process with a lot of files but I am comfortable with all of them (having played around a lot with the rome total war files) except the Model DB File
That file is my wall that I keep hitting my head on, I just can not modify it to make it work even though I think that I have been following Musashi tutorial from the org
There must be some tool out there or some common mistake I need to look in....

You have to go into the model.DB file and add the sylvan faction under all rohan unit even if you want to keep the same skin...It's a p*** in the a**, I hate going in this file, honestly. Thank you Papine but I have already tried working with this tutorial and another one at the org
I must be missing something, making some type of dumb mistake 
I guess I was hoping that there was something more recent out there - a tool of some sorts

To be able to recruit Rohan's units as the Silvan Elves you need to edit the ownership of Rohan units in the export_descr_units.txt, add Rohan's units to be recruitable by Silvan Elves in the export_descr_buildings.txt, add an entry for of all Rohan units for Silvan Elves and make all Rohan non-AOR units to be AOR units for Silvan Elves.
Thats quite a lot of work to do, and I dont advise you to do it unless you know those files very well, otherwise it can be very confusing and frustrating.
