Invisible City

there's this territory in the middle of Arabia that is supposedly owned by the Rebels however there's no city within that territory. I've even used the toggle_fow command just to make sure I haven't missed it, and well, there is nothing there... I'm wondering whether this is a bug or some intentional feature, cause this is the only province I know of that isn't controlled by a city...

That region is actually part of the province that signifies areas that cannot be conquered: aka. the Arabian desert and the Lybian desert. This province is called Eremos. If you look in the lower left-hand corner of the map, you'll see Tezzhara, which is the capitol of this provice. It is unreachable save by cheating (it's surrounded by mountains) and has special buildings that EB uses with the EB script in some way.

The Saba don't need to hold the Arabian desert for their victory conditions anymore, so it's just a left over from one of the beta versions.

Edit: By the way, I am in envy of you having that empire in 251 BC, where'd you get enough family members?

actually my family isn't all that large, but I did have some lucky husbands offered for my daughters
and well, it's pretty small but it's Saba, each city is very far away from the next and movement in the desert is especially slow... oh and the Seleucids finally invaded me so now I gotta mobilize my army over there and crush them, than take some rich coastal cities from them and finally start expanding at a good rate
