Just for the sake of clarity

He didn't even finish out a term in any office but this one, where he ignored the majority of his duties.
Everyone who has served for 6 months has not "served with distinction". Giving this award to anyone who meets the barest minimum requirement reduces the value of the award to all others who have actually done something significant to warrant being rewarded.
A term mired with drama and incompetence does not rise to the level of "serving with distinction".
And evidence has been provided for it, as well as being at your fingertips (since you can access the Politia).
So to be clear, you're saying that the bar for this reward is
1. Serving 6 months.
2. Not being VONCed successfully more than once
Wow. Talk about lowering the bar here. You're practically dredging the river for corpses at this point...
If we're going to give the award to every single person who hasn't been thrown out of office then the award should be given out by default to every single Curial officer on their leaving office (provided their term was 6 months).
edit:
It also seems amusing to me that you would say these two things, one after the other
I think perhaps you should remove the log from your own eye before judging the splinter in someone else's.
I hate zebra quoting, so I'll go straight to the point; as a Citizen I'm entitled to believe whatever I want about who's worth which award, then I might be proven wrong or right, either case. Maybe I have higher standards on a certain awards, maybe I have lower standards on other ones.. the important you see is not to make it personal, if possible. It's just a sort of role play after all, sure we all love TWC and we all love to contribute to it, but after all it's just a bunch of pixels on a screen, isn't it?
Said the above, in the case of the Curial service award, I do believe that anyone who has served for at the least 6 months, has done a good service and hasn't incurred in any VonC is worth being proposed for that award; why I say so? because in the Curia, in theory, no one should be sitting in a position without doing anything (that's what a VonC is for, among the other things), maybe I'm wrong about that but that's how I always saw it. This is of course just my opinion, whatever one can say I do believe that anyone who did a service for 6 months it's worth a recognition, maybe I'm undervaluing this award? or maybe someone else is overvaluing it? Certainly I do believe that more people should have it, and this is no way undermines the quality of contributions done by others who have it.
Once more, there's nothing personal behind how I judge people for awards and citizenship, and in fact no matter if my position wins or loses, I've never changed my attitude or relation with someone because of that, nor I won't
