Yes, the drama created activity in the short term. The long term effect is here to see.
Reform is nearly impossible as long as "drama" prevails.
If discussions are combative, then common ground becomes impossible.

Making things interesting after the conclusion of my tenure I see. Oh well. Good luck. If you find the unity to give this institution some spinal fluid, let me know.

Honestly, no. People have been so combative for so long, I doubt we can ever change the culture to one of consensus building.
if consensus occurs through happenstance rather than through dialogue. If there is a disagreement, the "loser" has two choices, resign to the decision, or dig their heels. Gaming staff is one "public" example. I have other private examples that illustrate this point. I am not sure it is possible to change this. People who are attracted to a forum are here to argue their point, not find common ground.

I would love to be proven wrong, but just look at the CCT and i see no reason to be optimistic. Augmentative inconclusive debates have always been and most likely always be.

If everyone agree Flinn deserves the award and no admin raises any objection to it whatsoever why the hell do we need to wait 3 months?

"Congratulations, we are going to give you this well deserved award. The decision was unanimous, but you have to wait 3 months because "

    It's extremely inefficient imho.

Because there are reasons for that period of time and it's not about efficiency. Also, usually Divus nominations are done by either an active HEX or a Divus. And there are reasons for that too.

Because that's not how it works? If you want that changed, you are more than welcome to introduce an amendment removing that requirement. I for one would support it.

Overwhelming support is not a reason to bypass the constitution. If you want the 3 month stipulation removed, make an amendment to have it removed.

For being moved to vote the latest version of a resolution requires at least three Citizens to post in its Prothalamos thread indicating their support. The latest version of the resolution must be debated for at least three days in the Prothalamos before the proposer can request it be moved to vote.

From what I understood by talking with people around here, the reason why these haven't been proposed (excluding Gig, but come one Gig is deserving every TWC award actually and Morticia if my merory serves me well) is because there are not many recipients since they are just duplicates of already existing awards.

I'm inclined to vote to remove them, but I'm not a modder, so I'm also open to listen to why they should be kept instead, though after more than 2 years and one lonely recipient, it will be hard to convince me.
I can see where Flinn would later say he implicitly stated his support, the but clearly says he is not ready to say he support. This is "not another way" of stating support, but holding back support until a later date.

If Artifex and Opifex are awards for modding (mostly - if modders created modding tutorials, tools, etc those can be included in a nomination), is it worth having a separate award for creating modding tutorials, answering modders' questions and so on? If so, would you like to keep one level of this award, and using it for that? If not - fair enough, we can live without it.
There is no "indication of a support here. He is asking a question about the utility of the award.

    So anyway
