Throwing in my 2 cents: Notes are not considered Moderation Warning when it comes to eligibility for Citizenship or Large awards, or so I remember, therefore I assume that it's the same for all the Curial cases which relates to "Moderation Warning"..
edit: to expand on this... as Global Mod before and later Hex, I remember cases of people who have been considered eligible for citizenship and large awards even if they had an active note, just this.

Looking at the ToS Notes and Warnings are described as two different things. Combined with the precedent described by Flinn, a Note wouldn't make a citizen ineligible as I see it.

That's a warning.Notes are given when the actions of a member require staff to officially contact them. They are simply a record of that contact and do not contribute toward a member's warning level. They are recorded both to let other moderators know that the user has been informed of the particular rule, and to give the user a record of all contacts with moderators they have had.

Moderators often use a note as the first step in issuing an infraction. If a member has a note on a particular offense then the next step is usually moving on to an infraction.

Notes are not warnings. Notes are in fact distinct from warnings. The term "infraction" and "warning" have been used interchangeably for some time now but the operative terminology in the ToS is clear. Notes are centrally logged PMs and their use as a record is just practical. Notes are not meant to carry any penalty and certainly cannot be conflated with warnings.

According to the TOS notes are not warnings, and that is explicitly stated in the text.

People are conflating common term, like warning with technical term of a warning on the site. The site makes a distinction between a "note" and a "warning," and this, that is the standard. As mentioned, the difference is 'explicitly" stated in the ToS, so it isn't a debate.
When you check for eligibility for citizenship, they are only giving you a yes or no answer if they have a warning, not a note.
When the technical part doesn't quite fit the literal definition...
Well, PoVG has a point (no pun intended): a note is a 'don't do this again' PM which means it is a warning to the user (not to do it again or else...). A note is primarily meant to make the user aware of his rule violation and serves as 'awareness record' in case of repeat violation, no penalty is attached to it. The latter being the technical requirement for it to be officially called a warning.
Which means the information given by moderation\admins when asked about pending\active warnings will only include those (penalizing) warnings and not notes.
I make note of warnings, personally.
The Consul election threads seem to have been opened prematurely. The vote is not due until August 2nd. I suppose this means we will have a two week application and debate period.
