Ever since i patched 1.3 i noticed one huge difference: i can never have the manpower to rapidly create masses of divisions that i was able to do before. ive also noticed that other countries are somehow able to produce loads of divisions.
For example, i played the UK. i had around 100 infantry divisions all over the world - most in france. i tried to produce more but my manpower was nearly zero - i did not even dare to make tank divs. france, on the other hand, had well over 200. when i played france previously, i remember only coping to reinforce 80 - so how the hell did the AI manage to create so much? what the hell have i missed?

P.S. my strategy of making men is the following: set to the lowest draft, produce loads of reserve divisions, set back to highest draft possible and then set to mobilize.
EDIT: when i say division i think i meant brigades....nonetheless its the same principle
