does it remove the vanilla style RTS recruitment and increase population sizes and starting settlement infrastructure to something more realistic?
It does a good job of simulating "realistic" armour/weapon and other values with a set of formulas that take into account armour/weapon type, material, unit training, race, combat role, etc. It's difficult to explain in one sentence.
It also simulates realistic recruitment that is determined by race, terrain type, unit rarity. For example elves have smaller recruitment pools and they replenish much more slowly because of their low numbers but elven unit are also much stronger. Also elves have faster recruitment in forests (their native terrain) than deserts or mountains to which they're not indigenous. All faction are arranged in such a way.
