how do i get rid of unrest in vinila version, playing as brutii and my invasion of greece is brought to a stand still as every last settlement i own has got ridiculous unrest and i can move any units with out loosing a settlement

Try and recruit some peasants for Garrison, also try build a shrine to your God if it's a foreign city, be sure to lower the tax rate too.
Maybe placing your Capital nearer to the settlement.
All these can help reduce uprest

If you have a Governor present, look at his traits. Some traits cause extra squalor or unrest, like "bored by races".
And offcours, some traits reduce unrest and squalor. Also if a governor has much influence, that will help your public order.
