Roman policy with the people of the East

I. Trade rights shall be extended to all the factions in the Balkans.
II. Rome shall not make alligiances nor offer any sort of support or preference to any faction in the Balkans.
III. After enough time has passed, and once the relationship between Rome and a given faction has matured, we may consider increasing the bond between Rome and said nation.
