I am not sure but I suppose that you have just to make them playable for custom battles. To do it change in db/factions table the Type of faction from minor to playable and further enter True in Early and Late Availability.

I am not sure that I understand what you are asking but you have to modify patch.pack/db/factions.

If you use patch.pack and PFM just have unchecked in File menu "CA packs are read only". If you use DbEditor and patch2.pack you have to make a new mod.

DbEditor opens patch2.pack automatically you don't have to do anything. Just run the editor and go in units table. Also I've noticed that Demokritos has released a mod that enables 32 factions in custom battles. Look in released mod threads because I think it is just what you need.
