Default AOR Units and Govt types

I'm playing as the Cisalpine Gauls and noticing some oddness in my recruitment ability. I start the game in northern Italy, and make my main expansion push into Gaul. Without really paying too much attention to government types (Devotio vs the track that leads to Confederation) I noticed that most of my cities had some missile troops to recruit - usually Keltoi Archers, occasionally Keltoi Skirmishers and Slingers.

Fair enough. As I expand into Italy and Spain, however, I notice that my options grow increasingly limited. If I build the Devotio, I dead-end into something where I can't recruit Gaesatae or Heavy Cavalry, but I do have some local AOR units: for example, Tarraco had a Devotio where they could recruit Catrati Infantry, Slingers, or Falcata. However, when I build the government up to Confederation, I can't build any AOR troops, so I have absolutely no missile recruiting ability in Italy or Spain.

Even the cities that are Provincial Capitals don't have AOR recruitment, or any missile troops, if they're outside of Gaul/Northern Italy.

To make matters more confusing, Mediolanum, my capital, is the only city with Council of Druids. I'm guessing this is capital-only, otherwise my other Huge Cities should have the option to build it. This government type allows creation of Keltoi Archers (and Slingers, Skirmishers, and Swordsmen), implying that they're not just an AOR unit.

So my confusion comes down to this:

    1) Are Keltoi Archers an AOR unit or a faction unit or both?
    2) Are Devotios the only way for the Gauls to recruit missile troops outside the Gaul/N. Italy AOR?

Devotio is the keltoi equivilent of Allies. As such, it should provide local/native units.
There are some anomolies within the recruitment system which should probably be fine tuned though.

The devotio should only be available in culturally similar regions as the celts so it shouldnt be available in Italy. this means you need to imagine migrating the keltoi into those regions and turning them into keltic regions in a similar way that the cisalpine gauls did when they invaded northern Italy. So to answer your questions, it depends on what units have been assigned as AOR in FOE and then down to the choice of govt building you establish. When testing, I noticed that keltoi regions with devotio had very limited options so some faction units were added to bolster the choice. Im guess that this wasnt followed through with the other keltic factions such as celtiberia, so devotio may indeed have limited recruitment options.

Right, that explains why I didn't have any Devotios in Italia, while most of Gaul and Iberia had them. They have three faction units (good Keltoi Spearmen, Keltoi Ambacti, and Keltoi Light Cavalry) and two or three AOR units.

I'm more concerned about my lack of missile units outside of Gaul and northern Italy. I love my fire arrows, but slingers would be great too, and even javelineers. And part of it is just the mod being new, but I don't know what I'm going to be able to recruit even with a Devotio. Numantia had different units from its neighbors Tarraco or Burgidala.

Actually, a more practical question. I've never modded RTW before, but I'd like to add Keltoi Archers to the Keltoi Confederation building. What file do I fiddle with to accomplish this, and, if I do it will it break my saved game?

You would have to edit the EDB. Probably simply look for a specific recruitment line(s) and delete some requirements. Yes, it should be a save-game compatible change.

Funny you mention this, though as when using the celts I just took Masilla. Thus far, as long as I can recruit the Keltoi Spearman (or any kind of cheap line troop) it's all good since I don't make a habit of losing slingers.

Yeah, that's the problem - as soon as I expand out of Gallic regions, I don't have any missile troops.

Is that a deliberate design decision? Do the other factions not have missile troops to recruit outside their region? If that's the case, I guess I'll have to switch to some Devotios, but if it's just the Gauls who are hamstrung, I'm gonna have problems.

I recognize that I'm just asking for trouble, especially as I've just signed up for the team, but a chart of gov't types/units as well as what regions have which AOR troops would be really helpful.

Oddly enough, you'll keep being able to use Keltoi Spearmen but Keltoi Swordsmen are an AOR unit. But they're pretty well trash compared to the Spearmen.

I dunno what difficulty level you're playing on, but the Autonomous Polei simply don't have good infantry. When you get to the Celtiberians and the Epirotes, the Spearmen aren't going to hack it.
