    I thank your words Senator. However, I do think that regardless of all of that this could be a good opportunity for you to prove your worth to the House. Simply go there, investigate what we should invest on in those lands. What does the Senate think of this?

    An african man arrives at the Curia, causing quite a stir. It is immediatly obvious to most that he is from Carthage. His escort of Rich slaves and not least the fact that one of them is carrying a standard displaying the Punic design. The obvious head of the envoy stands before the doors of the Curia and shouts in a commanding voice.

    Ovidius stands, angered at the intrusion.

    "Good sir, I know not your name, but your intrusion is most unwelcome in this hall! This is a consecrated temple, and you befoul it with not so much as a warning!? Leave!"

    Turning to the Senate

    "Is this what Rome has become in my absence! Do we now allow common people, foreigners with a troupe of slaves from Africa, to storm our sacred Curia? Oh, the times, the fickle hearts of men! How do you allow such blatant disrespect to this great body! The Consuls or envoys meet with diplomats! This is how it has always been, and no less than two entire foreign diplomatic envoys have interrupted our sessions this very year! What has Rome come to when the Senate can be entered so freely and so openly! What has Rome come to when the sacrosanctity of her Senate is so readily disposed of? What disappointment I am filled with, what shameful acts I witness!"

    Ovidius settles into a harsh, if less angry, tone

    "The morality of this Res Publica are in great peril. There is such murder and depravity around us that I dare not speak of it. I call for the immediate reintroduciton of the honored position of Censor to remove this Senate from the shameful morass it has slipped into. I propose the following:

    I. In the coming election cycle, the Senate shall chose from amongst the Proconsulars a qualified man to hold the office of Censor of the Republic for no less than two years.

    II. The Censor shall have the following powers:

    - The Censor shall be sacrosanct, and any injury done to him will be doubly punished.
    -The Censor shall have the right of Nota Censora; that is, he shall have the right to create a permanent censure upon any man's name in the public records.
    - The Censor shall have the right to remove any man from the Senate should he be deemed an immediate threat or a public menace. The Consul must enforce this action of the Censor.
    - The Censor shall have the right to remove any man and his descendants from the Patrician rank should he feel appropriate, or to promote from the lower classes to the patrician rank. The Censor shall do this during a yearly census, which he shall undertake, and at no other time.

    This measure is of absolute necessity to restore to this Res Publica some sense and dignity. No more shall foregn embassies take up residence in our sacred halls."

    Ovidius sits, visibly disgusted with the proceedings.

    ic; Senators of Rome! Forgive me if i do not know your protocal. But i carry the word of Baals favoured Suffets. If you wish to hear my words then speak, or perhaps the war that has thus far been unactive should become active?

    Baal himself has told us not to fear your arogance, and if your manners are to leave a man who comes in peace on the step like a criminal, then i will question your manners.

    But Senator, do you really consider this a necessary step? I agree with your intentions and complaints about the way this halls have been disrespected by a great deal of people, however to create an office with such a high power will be a problematic. If anything I would recommend some amendments to restrict some of the seemingly absolute power a Censor may have over the people of the Senate. These would be some of my additions:

    I. The Censor may only remove men from the Senate for a limited period of time, which may last no more than 2 years. For a longer or permanent removal, a voting session must be held in the Curia.

    II. Any citizen will have the right to complain to the Praetor if he considers the Censor has been unfair to him regarding the removal or admission from or into a certain class.

    I don't see these as necessary, there are steps that could be taken to deal with a Censor acting in a corrupt manner. The Tribunes would still have veto power over the man in charge, and the Senate still retains the right to censure or remove any magistrate it sees fit.

    Senators as it is no man has put himself forward for the positions of Consul or Praetor. Can we afford to undertake another position at this time? You yourself Ovidius have not put yourself forward for any post but argue that we need more!

    In light of Senator Ovidius' bid for Tribune I step down from the candidacy in exchange for the position of Praetor.

    there weI have returned from Greece, it didn't take long to figure everything out, I even had some spare time to spend with my sisters. Sorry for my absence these last few weeks but the senate seemed preoccupied with the new post debate and the Carthaginian diplomats.

    Here's the financial situation as of present:

    As you can see, our upkeep for the army is very detrimental to what we need, especially given the size and makeup of our armies. To correct this I would propose setting a standard for our armies and creating two, incredibly powerful and full-strength armies for our consuls to command in case of conflict and maybe a smaller one for garisson duties that the Praetor would command if the situation does not warrant consular intervention. Now, back to Greece.

    When I got there I noticed many problems concerning population. People are still being forced from the countryside to live in Apollonia via a growth initiave the Epeirotes passed during the war. The locals are still following it and it needs to stop. As of now, the population of Apollonia is 9396 people as of the last census, with an average growth rate of 9 for every 100 people in the city. By stopping the initiative, we get rid of 5 of that number.

    I also motion that we replace the temple of Hermes in the city with the temple of Mercury instead of tearing down the shrine altogether. This way we already have a foundation to build on, the god is familiar to the city since Mercury performs the same role as Hermes did and we can introduce our culture into the city, making them happier. An added bonus is 46 denarii since it increases the religious fervor of traders and merchants.


    Also, to combat the population and squalor problems, we should increase the taxes to their highest levels to dissuade more people from moving to the settlement, which will diminish the number of immigrants to 3 of every 100 people per half-year.
