Changing Election Times?

Hey all,

I have been editing my game to make it so that there are 12 Turns per Year. Everything is fine but for some reason elections still happen after 8 turns (i want 48). What do I need to edit to make election times longer? I tried changing the election times in the startpos. file but it only lasts for 1 presidents term. Any help would be appreciated
