I want to play a campaign as Saxony, but it would seem they don't have the ability to declare war. What must I edit to change this? Do I need to play around with the startpos to get rid of their protectorate status? What values would have to be changed?

I've done extensive searches on the ETW forums, but came up with no satisfactory results.

Yes, the problem is protectorate states. You can use my mod "all playable" from STARTPOS MODS (link in my sign). If you want to mod your own you have to change the diplomacy status on both protectorate and patron faction in startpos (.../FACTION/DIPLOMACY_MANAGER) and remove the patron faction ID from saxony FACTION record (enter 0 in 21st line).
