It would be nice if you could put forward a post with meaning and without a hidden insult, but that would prolly be asking too much.
General what's going on:
Journalist asked Putin about the Ukrainian President and Saakashvili having a meeting. He said: "I would recommend that they do it without ties. Ties are very expensive nowadays." Yulia Tymoshenko laughed and agreed like cute blondinchka she is.
To those out of the loop, Putin is refering to this incident:

well, Saakashvili was too nervous I suppose
unfortunately Timoshenko's not a stupid blonde, otherwise we wouldn't have all these problems in my country...she laughed cause she likes every insult she could deliver(or support the insult) to Yushchenko. Putin gives here a perfect example of KGB humour, that doesn't suits well the Russian prime-minister...ow, well- dirty politics
Didn't say she was stupid, just she was playing that role in the news conference. I am sure she likes all insults that she can get out of Putin going toward Yushchenko. TBH, I dont really consider him the ruler of Ukraine anymore. Seems that Tymoshenko and Yanukovych took mostly all influence away from him.
Thanks Yuri
Well, she is more than hot blond , considering her age. How old is she anyway?
Since I don't understand what they're saying, I can comment on what I see in it. That chick is pretty hot for a politician.

Basically nothing special,Putin is simply joking about ties and supper inspired by that (in)famous tie chewing video of Saakashvili.

Completely irrelevant.
"Romans not only easily conquered those who fought by cutting, but mocked them too. For the cut, even delivered with force, frequently does not kill, when the vital parts are protected by equipment and bone. On the contrary, a point brought to bear is fatal at two inches; for it is necessary that whatever vital parts it penetrates, it is immersed. Next, when a cut is delivered, the right arm and flank are exposed. However, the point is delivered with the cover of the body and wounds the enemy before he sees it."

It's like an internet meme in former USSR, at Saakashvili's expense.
