    Default disabling emerging armies

    How can I disable the script that gives my enemies a full stack when ever I siege their settlement? Sorry if it's something really dumb and/or obvious...

    that is called the garrison script , it spices up the game a bit for disabling rushing but there is a thread that says how to do that.
