They will become available after two decades (50 turns I think), if you own Dol Armoth (or whatever the name is...) and you have the required infrastructure.

They're only buildable in Dol Amroth and you probably need the highest level stable.
And when you get them, how to upgrade their armor ?
They have Mithril upgrade, but none of the Gondor armor has Mithril level.

Not Mithril, just advanced/heavy full plate armor.
For the mounted version you need the second stable, for the dismounted the highest barrack.
With Dol Amroth being such a backwater, I never bothered with developing it much (along with all those "Deep West" Godforsaken towns). I am paying attention to it in my current game, making it my base of operations against Harad.
