I'd like to focus on the horse penis (first time I've ever had to say that). Seeings as the major problem with bestiality is it supposedly causes the animal some kind of distress, would it not make sense to do this on a species by species basis rather than a blanket ban? Or have the farmers or inner city businessmen or whoever the key demographic is here... The point is, you could have them bring the object of their affection in for examination to see if it is fit to accommodate a human. Hand out licenses or whatever.

It's a cultural thing, I think. People don't like to acknowledge women as sexual beings until they're sleeping with them/watching them. I mean... we don't really like acknowledging anyone as a sexual being - but we've come to expect it of men.

I imagine most people that are into it aren't getting caught so the laws would be pretty futile to enforce. Also, according to Wikipedia, its legality in various parts of the USA is different. And in Europe the sexual act, as well as owning and creating/distributing porn, is perfectly legal in Sweden and Denmark.

So in addition to being hard to get caught, you can just travel to places where it is legal. So there is really nothing anybody can do to stop this.

The main objection is that its icky. Claiming the animal "can't give consent" so its somehow rape is just silly and could only be made by people either being disingenuous or who have never taken care of larger animals. I don't now about you but I wouldn't try to stick anything in a Rottweiler it didn't agree to.

Obviously harming the animal is a different issue, and you would be correct that sex itself is not going to be harmful to larger animals.
