Unrest Question
In my current Syracuse campaign I have conquered all of Carthage's holdings in Northwest Africa and they have been wiped out as a faction. I have decided not to build Western Civ colonies in these territories, but to instead govern them with Mercs and let them carry on with their native culture. I notice that all of the twelve or so cities I have are afflicted with some unrest, worse in some cities than others. I can account for most of the cities' unhappiness (squalor, distance from capitol, faction leader's culture, taxes, governor's culture, etc). However, I do not understand why there is random unrest after I have controlled these cities successfully for several decades. The only answer I can come up with is that they are all infested with enemy spies. Do you know of anything else? Thanks!
P.S. It is amazing how well an African merc army can rip through Spanish stacks. They definitely do not know how to handle units with a skirmish ability.

Many regions have an extra unrest factor that affects all factions apart from the original owner. I think that goes away after you upgrade the government building.
Spies are also a possibility, so you should have your own spies and assassins around to catch them. If you suspect a spy is present then try moving your own agents out of and back into the settlement each turn. I have occasionally had cases where high level spies have remained hidden for a long time.

Sorry to poach on the thread but my question is similar.
If you build a colony, does it effect the hiring of auxillary units in any way? If the entire city's population is yours, can you still train foreign troops?

Yes, you can still hire local units.
