I don't think you can (without messing with game files to a high degree, I wouldn't know how). They are allocated according to the actions and traits of a general/governor.
I dont think you can. If you can, it would probably be done by editing the saved file info.
I believe acquisition of traits count for a name, so if my general gets a mad trait, he will become Julius the Mad. However, it doesn't matter what trait you get next, if it gives a 'title' it will replace it whenever you get a new one. So if he is mad one turn, but conquers say five pronvinces, then he would be Julius the Conqueror.
A way to do it would modding of the game files so the effect is a Caesar surname, but you cannot designate it to certain characters I believe.

I think that either of their names can not be replaced by others? I know where I find these names in the game files and i know how to delete them and things.
I delete all.Only trait name what exist is Augustus.
But I want to know whether they can be replaced?
Well I just looked carefully through all the txt files in RTW and could not even find the trait names only the normal names. I know when a certain level of a trait is reached the name is triggered to be the new surname but I could not even find them to look at. So if the location of that list would be given I am sure it might help the OP.

No that is not what you posted or asked for. The export_desc_VnVs.txt file only shows the name of the trait on the Character scroll.
You seemed to be asking about when the Surname changes due to a character trait.
For Example if Flavius Julius managed to get the trait GoodFarmer at level 3 he would be Flavius the Grower, or if he was obsessed with Gladiators he would be Flavius the "editor". I thought that is what you were asking about. This is what I was unable to find and what I thought you wanted to stop.
