    Since they don't have the books they should just torture him until he gives them up, then claim that they didn't know it was illegal because they couldn't look up the laws on it

    Because they're trying to get out of the barbaric civil war thing - which is pretty much exactly what was happening back then.

    Also, they should have just NOT been stupid as crap and not release laws on pamphlets. Its far easier for them to just demand their 400k back - as a breach of contract - and re-write their laws. They are the Legislature, they have that power.

    To be fair, you really should blame all of America for Mexico's Drug War. That was probably the worst example you could've used.

    He didn't Steal anything. Its legally his, he made it, and won't give it to the government till they pay his expenses in doing so.

    Its steal contract violation. He was paid $400,000 to bind the laws and turn them over. If the expenses ran higher, its his own fault. Legally he has to either turn over the laws or the money, because right now he has truly stole the law.

    Contract Violation =/= Theft

    Also, we don't have a copy of the actual contract (if there even was one), so we can't say if he has a right to request more funds or not.
