NEED HELP! empir doesnt work right on my laptop

i have a AMD 64 laptop with with 2.1 dual processor with 3 GB ram and a NVidia ard with 256 MB but
-the game runs very slow
-and I cant adjust the graphics only to low and medium I cant select high or very high.
-but medieval runs perfect on high graphcis

Why desnt empire work on my laptop?
and why did I have to download it first over steam and I dont have the game even on my harddrive even though I installed it???

can anybody please tell me why?
