Khalid Sheikh Muhammad was the one who put together the operational plan, after having it approved by the financier, Osama bin Laden. He was inspired by his nephew, Ramzi Yousef, who had taken part in the attack on the WTC in 1993. Muhammad was assisted in planning by Abu Zabaydah, a Saudi and Afghan war veteran. Travel arrangements and recruits were provided by Muhammad Haydar Zammar, a Syrian-German who renounced the West in the early '90s and was a veteran of the Bosnian war. Ramzi Binalshib, a Hadrami who was recruited in Germany, was another helping hand and was according to his own testimony supposed to be the twentieth hijacker.

That's just a few -- there's literally dozens of men who provided some kind of financial or material assitance throughout the process, and many suspects are still at large with pending arrest warrants by the U.S. and German governments. Hope that helps.

Yea, operational plans, whether military or terrorists, rarely involve just one man. They are collabarations of many different people.

Because there wasn't any time and no one knew wtf was going on until it hit. It's not that abnormal for a plane to be flying over a city, they have airports right next to cities and hundreds of planes fly in the airspace every day. The plan just went straight into the building and no one had any time to react. That and everyone was

their pants and confused.

Osama is in charge of the organization (Al Qaeda) behind the attack, and delegated the planning to Khalid Sheikh Mohammed. It's not that complicated, really.

Not only that but KSM was not the ONLY person behind the attack, I'm sure dozens of people were involved in the planning (besides the actual hijackers)
