How to build Highway?

And also the Studia Generalia and Great Library?
I don't know how to build them

Have a look at export_descr_buildings in the data folder, and search for those things, it gives the requirements for how to get each. Off the top of my head only the Byzantines can build highways, no-one else.

Dude, the highways can only be built by the Byzantines after you have built the paved roads

I don't know if this is RR/RC compilation or vanilla SS, but at least in RR/RC compilation each settlement has limit to what can be built. For example most cities cannot get beyond large city, only select cities can get to metropolis level. Likewise even for Byzantines i think only constantinople can build highways. And great library can only built in either Cairo or Alexandria I think... at least not in every city.

Depends on hidden resources (education1 & education 2) Open up descr_regions.txt, in mods/Stainless_steel_6/data/world/maps/base if you want to see which ones.

I use vanilla SS, and as Byzantium I can build highways anywhere, and upgrade to Huge cities. I'm assuming therefore it must be a submod thing. The info on the libraries is correct for vanilla though (I think).

As for the original question, I think you need to have at least a large city before you can build Highways or Studia Generalia, Huge for Great Library
