What do you mean by best? Largest? Most advanced? Most scientific, ethical (if indeed any imperial state can be ethical)? Best is such an ambiguous word, it can mean many things, and people will take it in different ways. For me it means classy. And you have to say that when it comes to class, the Brits have everyone beat.

England didn't have an Empire. Britain did.
Either way I would say Britain. 1/4 of the earth, domination of the seas, the first nation to industrialize, countless inventions and scientific breakthroughs which are still in use today and, out of all of those, it is the only Empire which still has a large effect even today. and it lasted the longest English is the main international language and is spoken in more countries as a first language then any other language, there is still the Commonwealth and 16 nations still have the British Monarch as head of state. Hell, there are even still wars fought as a direct result of the British Empire (The Falklands)

If you are considering the entire 19th Century, I don't see how it could be anything but the British Empire.

^^^^^^^Well Britain undoubtedly dominated throughout the 1800's, and seeing as it was the largest empire the world has ever seen, I think its a strong contendor.....

You hardly have to be an Anglophile to think the British Empire was the 'Best' of the 19th Century. Anyways, it was hardly an English empire, there were significant Irish and, especially, Scottish contributions.I don't understand all the anglophiles here

England, but I think it was caled Britain. They had the strongest navy, at first the American colonies, I know that there was once a saying for the Britsh emire, but I forgot it....
